Update the Data Toolbar and the browsers first. That resolves startup problems most of the time.
Reset Data Toolbar settings. The Data Tool application folder can be found in the %appdata% folder. It is safe to delete the %appdata%\Data Tool folder to reset all program settings.
Restart the computer. Some files were probably locked during the update by the previous version.
Delete %appdata%\Data Tool\Drivers folder to force web drivers update.
Update web browsers by going to About page.
